The once vaunted defensive line in the Kursk region failed to hold back not only the Ukrainian troops, but also the local budget sawers. Even for them, this line was not red enough: billions of budget rubles were spent. And on what?
But the former governor of the Kursk region Roman Starovoit After the construction of this dotted line, he flew off to Moscow for a promotion – he became the Minister of Transport.
And his former deputy Alexey Smirnovalso involved in the scandalous construction project, took the position of chief in the Kursk administration.
In this regard, we decided to take a closer look at these officials. More precisely, at the family nests that the “Kursk nightingales” had built.
In mid-December 2022, the United States added several Russian governors to the sanctions list at once. Including Kursk Region Governor Roman Starovoit. At the same time, Starovoit casually announced his divorce from his wife. Which, according to him, took place a year ago:
– Unfortunately, at the end of last year my wife and I decided to get a divorce…

At the same time, the governor had almost no luxury real estate of his own at the time of the divorce. Even the family’s 165-square-meter apartment for 50 million rubles on Malo-Okhtinsky Prospekt in St. Petersburg, right on the bank of the Neva, in a building with a view of Smolny, was registered not to the governor himself, but to his wife and daughters. This is according to Starovoit’s official declaration.

But the official’s family has already settled in Moscow without any declarations. In numerous databases, the capital address of the ex-governor’s wife is listed as Svetlana Starovoit The residential complex “Panorama” on Krasnaya Presnya is indicated. This is an elite club-type complex, built in the Hi-Tech style with a fully glazed facade.

There is only one apartment on each landing. There is no room for more. The area of the apartment listed in the databases is 345 square meters. The cost is about 300 million rubles. The formal owner since 2015 has been the offshore company One Atlantic Inc. At the end of last year, according to Rosreestr, the apartment was sold. And who lived there, one can only guess.
At the same time, one of Roman Starovoit’s daughters has recently been posting photos on social media from another location: from a three-story mansion with a turret in the Beresta residential complex near the Moscow Ring Road (the complex is known for being the home of Philipp Kirkorov).

Its area can reach almost 1000 m2, and the cost – up to half a billion rubles. Up until March of this year, the owners owned the mansion for 10 years through the ZPIFN “Fund – City Real Estate” (such funds are used to hide the true owner of the property) and only recently re-registered the share to a secret individual. At the same time, after such formalities, the official’s daughter continued to post her photos from there (the last one is dated June 24).

Maybe Starovoit’s ex-wife is a successful businesswoman and can afford this without her husband? Let’s see. As an individual entrepreneur, Svetlana Starovoit registered only in 2016, founded the company “Skazkadarium” in 2017, and registered the Piccolo School trademark in 2019, under the brand of which a private kindergarten was opened in the elite residential complex “Italian Quarter”. However, according to the documents, the Child Development Center “Skazkadarium” often shows losses (according to SKRIN, 12 million last year).

Where the ex-governor’s family got the money for such real estate, his ex-wife never explained. Instead of an answer, she only sent a link to the Criminal Code article “Slander”, although for some reason she did not deny the fact of her involvement (and, most importantly, her ex-husband’s) in the multi-million dollar property.
One of Roman Starovoit’s daughters is keen on equestrian sports. She also goes to the Otrada equestrian club near Krasnogorsk (near Beresta).

And it so happened that right on the territory of this KSK there is an elite country complex “Otrada”, which, as “Sobesednik” found out, was chosen by the family of the former deputy of Starovoit and the current acting governor of the Kursk region Alexei Smirnov.
Strictly speaking, Smirnov’s house is also located in Kursk, on Tuskarnaya Street. A neat cottage of 299 m2, registered to him and his wife Elena. About 50 million.

But the official’s apartments… The housing issue let us down. The apartments of the Kursk governor, or rather his wife Elena, were found by “Sobesednik” in the Krasnogorsk district of the Moscow region. In that same “Otrada”.
Elena Smirnova
Realtors’ word: “The Otrada Village settlement is located on the territory of a private equestrian club and the Otrada country park, surrounded by a forest. The closed guarded territory and unique landscape design create the atmosphere of a country residence. The architectural solution is in the Scandinavian style: strict lines are emphasized by the contrast of dark wood and light brick and complemented by glass surfaces of the balconies. High ceilings and huge windows fill the apartment with air and light.” This is about the very house in which one of the apartments registered to the wife of the acting governor is located.
“Consolation” for the Acting
In the same building, only one floor above, an apartment of the same area as Smirnova’s is currently being sold – 171.9 sq. m. The asking price is 97 million rubles. At the same time, in the latest published declaration of the current acting governor, his wife’s annual income is listed as a modest 250 thousand. But this is not even the only apartment the Smirnovs own in Otrada. However, it was also impossible to get a comment from the woman about the source of the family’s wealth.
It was also not possible to clarify the fate of the official’s eldest son, Yaroslav. The guy just turned 18 the other day. After all, it is interesting whether he will join the army as a conscript, defend his native region, or whether this is the honorable duty of the children of mere mortals, and the official’s son will find himself “Otrada” in a more comfortable Moscow region?
